Ministry of Panchayati Raj is organising a two-day National Training Workshop on People’s Plan Campaign–2022 during 19th – 20th October, 2022 in New Delhi.
Participants included officers from different Ministries/ Departments of the Government of India and States/ UTs, elected representatives and functionaries of Panchayati Raj Institutions (PRIs), Trainees, Interns from 28 States / UTs.
The guidelines for revamped People’s Plan Campaign–2022 and Handbook on revamped Gram Panchayat Development Plan (GPDP) Portal were also launched during the Workshop.
Technical Session–I focused on Convergence of Schemes and Programmes with Panchayat Development Plan for preparation of holistic rural development plan whereas Technical Session–II was dedicated to the Evidence based Planning and Monitoring of People’s Plan Campaign–2022. Technical Session–I saw following presentations:
- Analytical Presentation on People’s Plan Campaign by Smt Rekha Yadav, Joint Secretary, Ministry of Panchayati Raj
- Access to quality and inclusive education of children through integration of school development plan into GPDP – Shri Santosh Kumar Yadav, Additional Secretary, SSA, Department of School Education & Literacy, Ministry of Education.
- III. Integration of Village Poverty Reduction Plan into GPDP – Shri Charanjit Singh, Additional Secretary, Ministry of Rural Development
- IV. Ensuring access to Clean Water and Sanitation in rural areas through transforming to water sufficient village and clean and green village – Shri Manoj Kumar Sahoo, Joint Secretary, Department of Drinking Water and Sanitation, Ministry of Jal Shakti
- Ensuring Women Friendly Village and Child Friendly Village through addressing the needs of the women & children in Mahila Sabha & Balika Sabha – Smt. Indira Mallo, Joint Secretary, Ministry of Women & Child Development
- VI. Financial inclusion Campaign at Gram panchayat towards creating socially just & poverty free village – Shri Sushil Kumar Singh, Director, Department of Financial Services, Ministry of Finance
- Ensuring access to quality health care services for transforming into healthy village – Smt. Neha Garg, Director, Ministry of Health & Family Welfare
Shri Sunil Kumar, Secretary, Ministry of Panchayati Raj highlighted the importance of transformation of Rural Local Bodies and Traditional Local Bodies in preparation of holistic GPDP to address the aspiration of Gram Panchayat. He also emphasised that since the Panchayats are now aware of various grants of Central and State Governments, they should endeavour to plan a concrete GPDP which includes prioritized activities viz. water, health and sanitation, convergence of flagship schemes etc. He also emphasised about the importance of convergence of Village Poverty Reduction Plan (VPRP) with the GPDP. The Revamped eGramSwaraj Portal – Thematic Planning for preparation of thematic Panchayat Development Plans – Gram Panchayat Development Plan (GPDP), Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP) was launched by Shri Sunil Kumar on this occasion.
Shri Nagendra Nath Sinha, Secretary, Ministry of Rural Development delivered keynote address on the approaches for preparation of thematic GPDPs through convergence of various schemes like MGNREGA, National Rural Livelihood Mission (NRLM) etc. He also spoke about the importance of Self Help Groups in preparation of VPRP and its conversion with GPDP to achieve the LSDG Theme of poverty free and enhanced livelihood village. Shri Sinha launched the integrated portal for real time monitoring of the schemes of MoPR and MoRD.
Smt. Vini Mahajan, Secretary, Department of Drinking Water and Sanitation presented her views on preparation of thematic GPDPs on water sufficient village and clean and green village through convergent action as the availability of clean water to each household is the basic need for Healthy village.
Shri Pankaj Kumar, Secretary, Department of Water Resources, River Development and Ganga Rejuvenation discussed about the integration of activities in the GPDP regarding conservation of water and the activities which lead to saturation of ground water. This will make a self-sufficient eco-system for long standing availability of water.

Rekha Yadav, Joint Secretary, Ministry of Panchayati Raj.
Background:
Ministry of Panchayati Raj organises People’s Plan Campaign (PPC) every year (Sabki Yojana Sabka Vikas) from 2nd October to 31st December. This year also PPC–2022 was launched on 2nd October, 2022 to prepare District/ Block/ Gram Panchayat Development Plans for the year 2023–2024. The Ministry of Panchayati Raj has evolved thematic approach aggregating 17 Sustainable goals into 9 broad themes of Localised Sustainable Development Goals (LSDGs) at grassroots level. In this PPC 2022, Panchayats will prepare Gram Panchayat Development Plan (GPDP) on these 9 themes by adopting Whole-of- Government and Whole-of-Society approach.
