The total number of shelter homes including Child Care Institutions (CCIs) currently functional across the country along with the number of children residing in them, State-wise including Gujarat being supported under the Child Protection Services (CPS) Scheme is at Annexure-I.
The Juvenile Justice (Child and Protection of Children) Act, 2015 (JJ Act) and the Juvenile Justice (Care and Protection of Children) Model Rule, 2016 framed thereunder mandate regular monitoring and inspection of CCIs.
The primary responsibility of implementation of the JJ Act lies with the State Government/UT Administration and the Ministry of Women and Child Development has issued necessary advisory to them in this regard. Besides, the National Commission for Protection of Child Rights (NCPCR) and State Commission for Protection of Child Rights (SCPCR) created as statutory bodies under the Commissions for Protection of Child Rights Act, 2005 (CPCR), oversee the implementation of the JJ Act in the country.
As per the information provided by the NCPCR, they have received 41 complaints relating to torture, sexual exploitation and violence against children in CCIs including Shelter Homes during the last three years, i.e., 2017-18 to 2019-20. The State/UT wise details are at Annexure-II.
This information was given in a written reply by the Union Minister of Women and Child Development, Smt. Smriti Zubin Irani in Lok Sabha today.
