Haryana Assembly Passes 5 Bills

The Haryana Assembly on its last day of session passed five Bills. It gave nod to the following bills:

1. Haryana Legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill, 2016

2. Haryana Development and Regulation of Urban Areas (Second Amendment) Bill 2016

3. Haryana Motor Vehicles Taxation Bill 2016

4. University of Health Sciences, Karnal Bill, 2016

5. Haryana Tax on Luxuries (Amendment) Bill, 2016

About these Bills:

The Haryana Development and Regulation of Urban Areas (Second Amendment) Bill, 2016 was passed to amend the Haryana Development and Regulation of Urban Areas Act, 1975.

This amendment will provide flexibility to the State to identify and prioritise the external development works in view of the available financial resources.

The Haryana Motor Vehicles Taxation Bill, 2016, was passed to consolidate and regulate the law relating to levy of tax on motor vehicles in the State.

This Bill aims to improve tax compliance by simplifying and rationalising the procedure of collection of tax. It was necessitated due to the extensive changes made in the Haryana Motor Vehicles Taxation Act, 2013, and Punjab Passenger Goods Tax Act, 1952.

The University of Health Sciences, Karnal Bill, 2016, was passed to establish and incorporate a University of Health Sciences at Karnal for the purposes of teaching and affiliating, ensuring proper and systematic instruction, training and research in modern systems of medicine and Indian systems of medicine and administration of Kalpana Chawla Government Medical College, Karnal.

All health and medical institutions located or running in the northern districts of Haryana would be affiliated with this university. This would reduce the burden on Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak.

The Haryana Tax on Luxuries (Amendment) Bill, 2016, was passed to amend the Haryana Tax on Luxuries Act, 2007.

The amendments would enable the Excise and Taxation Department to implement the decisions made by the Committee on Subordinate Legislation for amendment of the rules framed under the Haryana Tax on Luxuries Act, 2007, and would also facilitate implementation of electronic governance under the provisions of the Act.
