The major achievements of Department of Youth Affairs (Ministry of Youth Affairs and Sports) During 2017 are given below:
Nehru Yuva Kendra Sangathan (NYKS):
NYKS, with about 3.15 lakh youth enrolled through 1.42 lakh youth clubs, has been working all over the Country to develop the personality of the youth and to engage them in nation-building activities. Some significant initiatives/ achievements of NYKS are as follows:
· 7.93 lakh saplings were planted by NYKS volunteers.
· 10,166 units of blood were donated by NYKS volunteers.
· 2,327 skill up-gradation training programmes were organised, involving 69,597 women & men youth.
· 280 training programmes on youth leadership and community development were organised, involving 12,301 youth.
· 1854 Youth Club Development Programmes organised, involving 1,55,873 youth.
· 1331 Sports Meets at Block and District level were organised, involving 1,67,605 youth.
· 8054 Programmes held to celebrate days of national and international significance, involving 11,19,587 youth.
· 240 District Youth Conventions were organised, involving 1,36,734 youth.
· Swachhta Programme was conducted at 1,04,279 locations involving 8,72,813 youth for cleaning of 8,825 Schools / colleges, 7,720 Hospitals and 19,437 statues. A total of 9,29,737 Programmes, Activities and Events were organized with the involvement of 59,74,990 youth.
· Water Conservation – 13,000 awareness creation programmes were conducted by involving 3.8 lakh youth, 2260 new water bodies were created and 3139 water sources were maintained.
· Indradhanush Programme – 52,317children were immunized with the help of service providers.
· National Unity Day and Run for Unity Programme was conducted by district Nehru Yuva Kendras in India wherein 2.5 lakh youth were involved.
· Constitution Day and Quami Ekta Diwas and Pakhwada observed across India by district Nehru Yuva Kendras.
· Delhi Slum Andolan – ”Social Building and developing less serviced Urban Area/Slums of Delhi ensuring youth participation” is being carried out in Delhi. 12 Slum Yuva Dauds, preparatory meetings & launching function of Slum Yuva Andolan have been conducted in Delhi.
International Day of Yoga: NYKS actively participated in celebration of International Day of Yoga, at all levels. 14 State level events were organised with participation of 34,007 youth. At District level, programmes were organised in 384 Districts in which 2,55,474 youth participated. At village level, 37,286 youth clubs organised yoga demonstrations in which 10,44,518 youth participated.
Celebration of Swatchhta Pakhwada : NYKS organized a nation-wide intensive campaign under Swachhta Pakhwada from 1st to 15th August, 2017 through district Nehru Yuva Kendras by involving National Youth Volunteers, affiliated Youth Clubs, local youth and other key stakeholders in the districts. They were involved and motivate to devote some hours out of their daily works towards cleanliness of their surroundings.
1,04,279 Youth Clubs carried out cleanliness drives in their villages in which 8,72,813 youth took part. 8,237 Railway Stations, Bus Stands, Market Places and Historical Places were cleaned with the involvement of 1,95,545 youth. Overall under the Swachhta Pakhwada, a total of 9,29,737 Programmes, Activities and Events were organized with the involvement of 59,74,990 youth.
Swachhta Hi Sewa’ campaign : NYKS organized a nation-wide intensive campaign under Swachhta Hi Sewa’ by involving National Youth Volunteers, affiliated Youth Clubs, local youth and other key stakeholders in the districts. They were involved and motivate to devote some hours out of their daily works towards cleanliness of their surroundings.
20,384 Youth Clubs carried out cleanliness drives in their villages involving villagers from all sections of the society. Created Awareness and motivated youth & villagers in 20,384 villages across India on ODF and Swachhta as well as Distribution of IEC material were undertaken. A total 38,495 programmes were conducted with a participation of 2,05,154 youth participated.
Swachh Sankalp Se Swachh Siddhi – In order to generate mass involvement in Swachh Bharat Mission and related issues and making swachhta a people’s movement and to test the knowledge of the participants beyond academics, essay writing and short film making competitions were organized at district, state and national level. The winners of the competitions were given cash prize and certificate of merit.
First, Second and Third prize winners of both the competitions at national level were honoured by Col. Rajyavardhan Singh Rathore, Minister of State (I/C), MoYAS.
Prime Minister honoured Ms. Ramandeep Kaur and Shri Sangethlal P.S., National level First Prize Winners of Essay writing and Short Film Making Competitions on 2nd October, 2017 at Vigyan Bhawan, New Delhi.
During current year, IEC–Media and Publicity component of the Scheme has been implemented by NYKS to create awareness/ motivation about Shramadaan in 220 districts. Shramadaan activities are going on. In order to reward outstanding work done under the programme, awards have been given to 152 Youth Clubs.
Special Projects
Commemoration of 100 years of Champaran Movement, Bihar in collaboration with Govt. of Bihar at Motihari w.e.f. 15th to 19th April 2017. Approximately 768 youth from NYKS participated in the programme.
Youth Conclave at Guwahati- NYKS organised State level Youth Conclave at Guwahati on 23rd May 2017. The programme highlighted on youth development issues. 900 youth participate in the programme.
Youth Convention at Raipur (Chhattisgarh) NYKS organised State level Youth Convention 25.5.2017 at Raipur Chhattisgarh in which 1359 youth participated.
Slum Yuva Daud- NYKS organised Slum Yuva Daud on 26th May 2017 at Delhi for motivating the people from Slum areas of Delhi to join the national mainstream & providing them awareness & education on various Govt. Schemes. About 5000 youth from Slum areas of Delhi participated in the programme.
Youth convention at Kozhikode- NYKS organised Youth Convention at Kozhikode, Kerala on 15th June 2017. The theme of the convention was youth India vision- 2000. More than 300 youth & volunteers participated in the programme.
State level Youth Convention at Gangtok (Sikkim)- NYKS organised State level Youth Convention at Gangtok (Sikkim) on 4th June 2017. About 1500 youth from NYKS participated in the programme.
Youth Involvement in Namami Gange Programme- NYKS is working with National Mission for Clean Ganga to spread awareness for cleanliness & sanitation in villages along Ganga River. NYKS various activities for cleaning of River Ganga viz.
Ganga Nirikshan Yatra (26th May to 9th June 2017)
Ganga Dussehra Celebration (3rd & 4th June 2017)- NYKS organised the prgoramme organise in 53 selected blocks of 4 States of Uttarakhand, Uttar Pradesh, Bihar and West Bengal. A total of 7601 youth participated in the programme.
Ganga Vriksharopan Saptah (25th July to 31sst July 2017)- NYKS organised the programme in 30 districts in the State of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal along river Ganga in which 1,12,246 sapling were planted by 8894 youth & 2299 spearhead team member were participated.
Swachh Delhi NCR Project-NYKS has also undertaken youth Led Swachh Delhi NCR Project with the support of Ministry of Housing and Urban Affairs. 502 locations has been selected in 2 ULBs of Faridabad and Gurugram & 157 Spearhead team member have selected in 3 ULBs so far.
Paryatan Parv- NYKS organised Paryataran Parv w.e.f. 5th to 25th Oct 2017 across the country with the objective of encouraging people to know about importance of tourism. Finance Minister awarded MoYAS & NYKS for exemplary work done during Paryatan Parv.
Tribal Youth Exchange Programme (TYEP)- TYEP is being organised in 10 location of the country with participation of 2000 youth from 29 LWE affected districts from 7 States of Chhattisgarh, Jharkhand, Odisha, Maharashtra, Andhra Pradesh, Telangana & Bihar.
North East Youth Exchange Programme- NYKS has been sanctioned programme at 4 venues viz. Hissar, Tiruvananthapuram, Jammu and Pune for 1000 North Eastern Youth participants from eight North East States with the support of Ministry of Home Affairs, Govt. of India.
Ek Bharat Shreshtha Bharat- NYKS is organizing Inter State Youth Exchange Programme (Ek Bharat Shreshtha Bharat) in 15 pairing States. So far 4 such programme have been completed in the states of Telangana, Tamil Nadu, Kerala and Odisha with the participate of 402 youth from pairing States.
Nationwide Declamation Contest on Patriotism and Nation Building- NYKS is organizing Nationwide Declamation Contest on Patriotism and Nation Building at Block, District, State and National level to augment the passion of youth towards patriotism and National Building as part of Republic Day celebration, 2018.
National Service Scheme (NSS):
NSS, with about 3.86 million student youth enrolled in 41,442 NSS units spread over through 396 Universities/ +2 Councils, 16,331 Colleges/ Technical Institutions and 28,621 Senior Secondary Schools across the country, has been working for development of personality and character of student youth through voluntary community service. Some significant initiatives/ achievements of NSS during the year are as follows:
NSS has been restructured as a Central Sector Scheme w.e.f. 01.14.2016. The Scheme was a CSS upto 2015-16.
NSS volunteers have been actively participating in Swachh Bharat Mission activities across the country. During the Swachh Bharat Pakhwada, NSS volunteers cleaned 3,611 Hospitals, 2,616 Dispensaries, 1,481 Community Centres, 1,096 Old Age Homes, 2,252 Historical Places, 1,062 Orphanages, 176 Centres for Disabled, 949 Railway Stations, 6,961 Bus Stops, 2,282 Statues and 654 Archeological Sites and Tourist Places. Sh. M. Vishnu, an NSS volunteer won the 2nd Prize in film making competition organised by Ministry of Drinking Water and Sanitation during ‘Swachhta Hi Sewa’ programme.
On the occasion of International Day of Yoga (21.06.2017), about 22.16 lakh NSS Volunteers participated in various yoga programmes across the country.
33.54 lakh saplings were planted by NSS volunteers.
3.96 lakh units of blood was donated by NSS volunteers.
4.50 lakh children were immunized by NSS volunteers under Mission Indradhanusha.
17,134 Health/ Eye/ Immunisation camps were organised, in which 9.93 lakh NSS volunteers participated.
50,355 awareness programmes/ rallies/ campaigns were organised on issues of relevance to the community, in which 36.05 lakh NSS volunteers participated.
148.71 lakh volunteer-hours of Shramadaan was undertaken by NSS volunteers during the year.
2.33 lakh NSS volunteers were imparted Training on Self Defence.
Awareness on GST and Digital Payment were organised by NSS units throughout the country.
3 North East Youth Festivals were organised in Arunachal Pradesh, Nagaland and Tripura in which 300 NSS volunteers each from every north eastern state participated.
Rajiv Gandhi National Institute of Youth Development (RGNIYD):
RGNIYD, located at Sriperimbudur (Tamilnadu), is a premier institution for training, research, extension and outreach initiatives on youth issues. RGNIYD has been declared as an “Institute of National Importance” through enactment of RGNIYD Act, 2012. Some significant initiatives/ achievements of RGNIYD during the year are as follows:
RGNIYD brought out the India Youth Development Index and Report 2017 which is a pioneering attempt made by the Institute in 2010 and followed it up with the India Youth Development Index in 2017.The publication was released by the Minister of State (Independent Charge) for Youth Affairs and Sports, Col. Rajyavardhan Singh Rathore on 13th November 2017 at New Delhi.
210 training of trainers /capacity building programmes were conducted involving 14433 youth functionaries and youth through SIMPLE and SMART model throughout the country on various themes in line with National Youth Policy 2014.
To inculcate trade skills among the SC/ST and North Eastern Region Youth, RGNIYD along with Ni-MSME organises capacity building training programmes to reach 700 youth in seven states.
RGNIYD, in collaboration with IIE organises ToT on Life Skills, Entrepreneurship Development and Business Incubation training programmes for the North Eastern Region.
In the Academic Programmes 190 Students enrolled for the academic year 2016-17 and 2017-18 where most of the states are represented.
26 projects proposed by renowned research organisations, were funded by RGNIYD. 8 projects were undertaken by the internal faculty members of RGNIYD.
B.Voc. Programme on Apparel Manufacturing and Entrepreneurship and Fashion Design and Retail started in collaboration with Apparel Training and Design Centre (ATDC), Ministry of Textiles, GoI is being run in 19 ATDC Centres with total 513 students enrolled in these Centres.
RGNIYD launched another unique one-year Post Graduate Diploma in Youth Development in the academic year 2016-17 which was continued in 2017 with 51 students.
Embryonic Social Business Incubation Centre is being set up by RGNIYD.
Centre for Excellence in Political Leadership and Management to be set up at RGNIYD.
Centre for GIS in Good Governance sponsored by IISR/ISRO is set up in RGNIYD through which Diploma in Political Leadership will be offered.
Initiated Orientation Programme on Empowering Youth on Governance and Development with support from Members of Parliament.
RGNIYD has signed a MoU with the Training and Research Wing of the Election Commission of India, India International Institute of Democracy & Election Management (IIIDEM) on 13th November 2017to promote Voter Education among Youth.
RGNIYD has signed a MoU with the National Council of Rural Institutes (NCRI) an institution functioning under the Union Ministry of Human Resource Development, Government of India on 1st November 2017 to cooperate in the broad areas of training, field engagement, joint publications, teaching-learning and research, on various aspects of rural India.
RGNIYD’s Faculty members and Student Participation in National/International Programmes.
A Project on “Strengthening of NYKS and NSS” is being implemented in collaboration with UNDP/ UNV. The Project is to be implemented over 4-year period at a total cost of about Rs.14 crores. The Project manpower has been recruited, trained and deployed in the field. The implementation of the Project is going in full swing.
National Programme for Youth and Adolescent Development (NPYAD):
NPYAD is an umbrella scheme for providing support to Government/ non-Government organisations for undertaking activities for adolescent and the youth. Some significant achievements of NPYAD are as under:
During Financial Year 2017-18, financial assistance has been given to 15 voluntary organisations including All India Level organisations.
-The 5th North East Youth Festival was organised at Gangtok, Sikkim from 28th October to 30th October, 2017.
-The 22nd National Youth Festival is scheduled to be held at Gyan Vihar University, Jaipur, Rajsthan during 12th to 16th January, 2018.
-This year Tenzing Norgay National Adventure Award, 2016 was conferred on 4 Awardees for adventure in Land, Water and Life Time Achievements.
National Young Leaders Programme (NYLP):
In pursuance to the Budget announcement during 2014-15, a new Scheme, namely, ‘National Young Leaders Programme (NYLP)’ was launched in December, 2014 in order to develop leadership qualities among the youth. Some significant achivements during the year are as follows:
Neighbourhood Youth Parliament Programmes are being organized by involving NYKS-affiliated Youth Clubs with the objective of developing leadership qualities of the youth by involving them in debate/ discussions on contemporary issues. During current year, 2,047 Block level Programmes were organised, with participation of 1.76 lakh youth. In addition, 23,255 village-level neighbourhood youth parliament programmes involving 2.92 lakh youth. The Programmes organised during the first quarter of 2017-18 were effectively leveraged for Yoga Awareness and Training, in addition to other themes, which played a key role in effective participation of NYKS in Yoga programmes across the country on the 21.06.2017, i.e., the International Day of Yoga.
Youth for Development: The Programme is being organized, to develop leadership qualities of the youth by involving them in Shramadaan activities. Awards are given to youth clubs doing outstanding work.
Youth Hostels:
Youth Hostels are built to promote youth travel and to enable the young people experience the rich cultural heritage of the country. The construction of the Youth Hostels is a joint venture of the Central and State Governments. Youth Hostels provide good accommodation for the youth at reasonable rates. A total of 83 Youth Hostels have been constructed across the country and one more Youth Hostel at Roing (Arunachal Pradesh) is in advanced stage of construction. Six Youth Hostels, namely, Agra (Uttar Pradesh), Dalhousie (Himachal Pradesh), Jodhpur (Rajasthan), Mysore (Karnataka), Panaji (Goa) and Puducherry have got the ISO 9001:2008 Certification.
