Ministry of Panchayati Raj organizes two-day National Training Workshop on People’s Plan Campaign–2022 – Sabki Yojana Sabka Vikas

Ministry of Panchayati Raj organized a two-day National Training Workshop on People’s Plan Campaign–2022 – Sabki Yojana Sabka Vikas – from 19th to 20th October 2022 in New Delhi.

The objective of the Workshop was to build capacity of the officials / Elected Representatives of Panchayati Raj Institutions for formulation of their thematic Panchayat Development Plans through different convergent actions.

 Important Line Ministries viz. Ministry of Rural Development, Department of Drinking Water and Sanitation, Department of Water Resources, River Development and Ganga Rejuvenation, Department of School Education & Literacy, Ministry of Women & Child Development, Ministry of Health & Family Welfare, Department of Financial Services came together for the Workshop.

The Workshop was attended by more than 500 officials of different Departments of States/UTs and Elected Representatives of PRIs from 28 States/ UTs. Group Exercise on revamped procedures for preparation of thematic District/ Block/ Gram Panchayat Development Plan and hands-on practice on https://egramswaraj.gov.in with practice session were undertaken for preparation of demo plan by representatives of States/ UTs. Presentations were made by the representatives of States/ UTs.

The participating States/ UTs also took part in the Group Exercise on eGramSwaraj portal (https://egramswaraj.gov.in) under the supervision of mentors of Ministry of Panchayati Raj and Team NIC. They all did practice on creation of Activities and Plan in the portal.

 

 

Shri Sunil Kumar, Secretary, Ministry of Panchayati Raj delivered the valedictory address and urged States/ UTs to prepare at least one Model GPDP in each Block with the help of State Government Officials/ SIRD&PR Faculty-Members/ Young Fellows/ NGOs which could be a reference / learning material for other Gram Panchayats. He said that that around 2.25 Lakh Gram Panchayats have already taken Sankalp / prioritized the themes of LSDGs so far, of which about 98,000 Gram Panchayats have uploaded resolution of Gram Sabha. He requested States/ UTs to get the Sankalp validated by the Gram Sabha and upload the resolution as a first step of preparation of Gram Panchayat Development Plan (GPDP).

 

 

Shri Sunil Kumar highlighted the following points in his address- (a) ensure maximum participation in Gram Sabha meeting. If the required quorum is not there in its first meeting there must be proper mechanism to ensure necessary participation in Gram Sabha in its second meeting, (b) the services of Young Fellows, Members of Self Help Groups (SHGs), NGOs and Experts may be utilized in the plan preparation process, (c) community involvement should be ensured in all the activities undertaken by the Panchayat, (d) more focus should be given on water conservation measures such as renewal of ponds, water bodies streams etc., (e) ensure maximum utilization of the assets once created by the Panchayats. Panchayats may think of creation of new assets only after achieving this, (f) ensure the quality of the plan in such a manner to give a maximum return, (g) integration of Gram Panchayat Development Plan (GPDP) with other plans prepared by the Panchayat especially VPRP, (h) GPDP, Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP) are to be prepared after detailed discussions with all the line Departments and key stakeholders as for filling the gaps in development and avoiding duplication and wastage, (i) convergence of various schemes at each level may be ensured, and (j) utmost attention may be given for developing Model Panchayats. This initiative may be undertaken at least at the cluster level.

Smt. Archana Varma, Additional Secretary, Ministry of Jal Shakti & Mission Director, National Water Mission highlighted the importance of water conservation measures while making presentation on Integration of Village Water Conservation Plan into GPDP for restoration & sustainable use of eco-system. She gave a detailed presentation on existing situation on water availability and its crisis with examples. Panchayats with people’s participation have to undertake various activities for its sustainability, she added.

 

 

28 States/UTs made presentation on the status of People’s Plan Campaign (PPC). Dr. Chandra Shekhar Kumar, Additional Secretary, Ministry of Panchayati Raj and Smt. Rekha Yadav, Joint Secretary, Ministry of Panchayati Raj shared their views and suggestions for improving the quality of Panchayat Development Plans and also responded to the queries raised by the representatives of States / UTs.

 

 

During interactive session on concluding day of PPC–2022 Training Workshop, Joint Secretary, MoPR Smt. Rekha Yadav emphasized use of mobile applications prepared by National Remote Sensing Centre (NRSC) for gap identification to prepare evidence based Panchayat Development Plan. Joint Secretary, MoPR requested States /UTs to revisit their Sankalp if changes required may be carried out in Gram Sabha and upload it on the portal with the resolution. Joint Secretary, MoPR suggested to incorporates Community-Based Organizations (CBOs) in various Committees for handholding /monitoring of planning process to stress up on “Whole-of-Society Approach for LSDG”. Smt. Rekha Yadav, Joint Secretary, MoPR emphasized the Joint Training of Elected Representatives and Frontline Grassroots Workers of line Departments for preparation of thematic and inclusive Gram Panchayat Development Plan.

Background:

People’s Plan Campaign (PPC)–2022 had been rolled out as ‘Sabki Yojana Sabka Vikas’ from 2nd October 2022 and will continue up to 31st January 2023. During the campaign, structured Gram Sabha/ Ward Sabha/ Neighborhood Sabha/ Mahila Sabha/Bal Sabha / Block Sabha/ District Sabha will be held for preparing the comprehensive GPDP, BPDP and DPDP with the integration of Village Poverty Reduction Plan (VPRP) prepared by SHGs and other such village action plan of line Departments.

Ministry of Panchayati Raj is anchoring the process of Localization of Sustainable Development Goals (LSDGs) in Panchayati Raj Institutions. To this end, it has been its earnest endeavour to bring together different stakeholders at one forum in a ‘Whole of Government and Whole of Society’ approach. Ministry of Panchayati Raj has adopted thematic approach aggregating 17 Sustainable Development Goals into 9 broad themes to Localise Sustainable Development Goals (LSDGs) at grassroots level and prepare better-quality Panchayat Development Plans.

The People’s Plan Campaign (PPC) is an effective strategy for ensuring the preparation of thematic Panchayat Development Plans in a campaign mode with greater participation of rural people, elected representatives, grass root level frontline workers of respective line Ministries/ Departments, Self Help Groups (SHGs), Youth, Community Based Organization (CBOs) and other related stakeholders.
