Optimum utilisation of Unspent Fund Under JJM


Since August, 2019 Government of India in partnership with States, is implementing Jal Jeevan Mission (JJM) after subsuming erstwhile National Rural Drinking Water Programme (NRDWP) to make provision of potable water to every rural household through tap water connection, by 2024.

As reported, under JJM (erstwhile NRDWP),out of the central grants in aid drawn by the States/ UTs, an amount of Rs. 2,436.37 Crore and Rs. 6,431.85 Crore was lying unspent with them, at the end of financial year 2018-19 and 2019-20 respectively. Further, this unspent balance was reduced to Rs. 4,826.95 Crore in 2020-21.

Under JJM, provisions have been made for releasing central grants in aid in two equal installments and each installment is released in two tranches after assessing the utilization of fund by the States/ UTs. Thus, releases are planned in consonance with ‘Just In Time’ principle and guidelines issued by Ministry of Finance from time to time so as to avoid any undue parking of fund. The release of 2nd tranche of 1st and 2nd installment are made automatically based on reported utilization of 80% of available Central fund and matching State share.

For optimum utilization of available fund and smooth implementation of the mission, several meetings including conferences, workshops, review meetings through video conferences, field visits, etc. at highest levels are being held from time to time with States/ UTs, wherein they are advised to plan and expedite the implementation of the programme to achieve the goal in a time-bound manner. The physical and financial progress of the mission are monitored on daily basis through online monitoring system.
