Post Budget Webinar on ‘Leaving No Citizen Behind – Easing Land Governance through End to End Digitization’


The Prime Minister, Shri Narendra Modi addressed a webinar on the positive impact of the Union Budget on rural development. This is the second webinar in this series. Concerned Union Ministers, representatives of the state governments and other stakeholders were present on the occasion.

 

Addressing the break out session on ‘Easing Land Governance through End to End Digitization’ Shri Faggan Singh Kulaste, Union Minister of State for Steel & Rural Development emphasized the importance of completion of Digitization of land records to benefit common citizens as envisioned by PM Shri Narendra Modi. He stated that under  Digital India Land Record Modification Program (DILRMP) so far the rights records of 6,10,103 villages out of 6,56,149 villages have been computerized which is 93 per cent. Out of total 1,62,65,879 maps, 1,11,33,332 maps have been digitized which is 68 percent. The Minister also said that The multilingual software application has been started to make land records available in multi-language, through which land records in all languages ​​of Schedule VIII will be available by the year 2022-23. This will solve the problem of the language barrier in financial investment and the integration of the country.

 

Setting the context of the Break Out session, Shri Ajay Tirkey, Secretary, DoLR elaborated and emphasized the need and importance of having computerized and easily accessible land records to the citizen to avail multiple benefits of welfare schemes implemented by Central and State Governments, reduction in land disputes, availing of bank loans, check-in corruption, reduction in multiple visits to government offices for land-related issues etc.

 

Shri Hukum Singh  Meena, Additional Secretary, DoLR briefed about the benefits made available to the common citizen through  DILRMP Scheme being implemented w.e.f. 1.4.2016 with 100% Central funding. He explained how the National Generic Document Registration System(NGDRS) software developed by the Department has reduced the number of visits to the Registry office from 6-7 times to 1-2 times and eliminated the visits to various offices before registration of land. The NGDRS developed with an amount of Rs. 4.00 crore has resulted in a collection of more than Rs.15900 crore revenue across India.  Explaining about ULPIN he stated that it enables to have a unique ID for each land parcel with no duplicity. Unique Number with no scope of duplicity enables delivery of citizen services related to land records through a single window, enforce uniqueness of all transactions,  up-to-date land records, auto-update on Registration/mutation and enables to reduce boundary disputes of properties.

 

Dr. P.S. Acharya, Scientist-G and Advisor, Department of Science & Technology explained the field applications of ULPIN. He spoke about the process of implementation and generation of  ULPIN and how ULPIN can use for providing services to other sectors like financial institutions, courts, crop insurance,  fertilizer subsidies etc.

 

Shri Ajay Kumar, Director, C-DAC explained the transliteration of land records in 22 regional languages mentioned in Schedule VIII of the Constitution, pan India from April, 2022 onwards.  He informed about how it is going to benefit the citizens and stakeholders especially potential start-ups, investors, industry etc. to get benefits of an open national economy conveniently.

 

Shri Rohan Verma, CEO, MapmyIndia made a presentation on the GIS Application of Geo-Spatial data of land records and its benefits. He talked about how ULPIN combined with their comprehensive suite of maps and geospatial technology products & platforms can revolutionize citizen-centric services & digitally transform business and Government in sectors like Health Care, E-Commerce, Telecom and Utilities, Retail, Transportation and Logistics etc.

 

Lt. Gen (Retd) Girish Kumar, Former Surveyor General of India made explained the process of generating Property Cards through SVAMITVA and its benefits to citizens like reduction of property-related disputes, secure loans from Banks, enabling them to become rightful owners of the property,  freedom from the clutches of Laldora, etc.

 

Shri Sanjay Kumar, Chairman, Geo-Spatial Media Communication briefed about the benefits of Geo-Spatial technology in simplification of processes of land record management to develop a robust integrated land information system based on real-time updation. 

 

Shri Dheeraj Sharma, Chairman, Survey and Mapping of India & Advisor FICCI discussed the use of BlockChain technology in various government schemes.

 

After the presentation by the Speakers/Experts, Q&A Session followed.

 

Summing up the Session Secretary, DoLR concluded as under:

i.      To form a strategy to make use of Technology in the implementation of Schemes to attain 100% saturation as directed by PM.

ii.     Completion of work of core and basic computerization and digitization of land records by March 2023 to achieve the goal to integrate the systems nationally as directed by Union Minister of Rural Development and Panchayati Raj.

iii.    Final rollout of ULPIN pan India by March, 2023 in coordination with States/UTs.

iv.    Final rollout of NGDRS pan India by March, 2023 in coordination with States/UTs.

v.     Complete rollout of Transliteration of Land Records in all languages of Schedule VIII in all States/UTs during 2023-24 in coordination with States/UTs.

vi.    Integrated land information management systems should be established.

vii.   Address issues of connectivity in remote areas and NE regions to enhance the effectiveness of services.

viii.  Explore services that may be provided on PPP Mode wherein government can play the role of regulator and facilitator.

ix.    CORS network establishment across the country be taken up and expedited.

x.     Digitization of Land Records and SVAMITVA will lead to employment generation i.e. GIS digitization, Start-Ups, MSME, Service companies etc.
