SOCIO-ECONOMIC AND CASTE CENSUS, 2011
- Socio-Economic and Caste Census (SECC)-2011 was a comprehensive door to door enumeration, for both rural and urban areas with common enumeration approach but different questionnaire. The objectives of SECC-2011 were:
- To enable households to be ranked based on their socio-economic status. State Governments can then prepare a list of families living below poverty line.
- To make available authentic information that will enable caste wise population enumeration of the country.
- To make available authentic information regarding socio-economic condition and education status of various castes and sections of population.
- As of September 2013, Haryana, Nagaland and Daman and Diu have published Draft List (urban).
NATIONAL URBAN HOUSING AND HABITAT POLICY, 2007 (NUHHP)
- At the end of the 11th Five Year Plan, the housing shortage is estimated to be 18.78 million.
- This policy intends to promote sustainable development of habitat in the country with a View to equitable supply of land, shelter and services at affordable prices to all sections of the society.
- In pursuance to the advocacy of NUHHP—2007 that States should prepare their own State Housing and Habitat Policy.
- 6 States namely Rajasthan, Maharashtra, Madhya Pradesh, Kerala, Uttar Pradesh and Punjab have prepared their State Urban Housing and Habitat Policy so far.
NATIONAL BUILDINGS ORGANISATION (NBC)
- NBO an attached office of the Ministry of Housing and Urban Poverty Alleviation has been functioning as an apex organization in the country for collection, compilation and dissemination of statistical information on housing and building construction activities.
- National Buildings Organisation was restructured in March, 2006.
- The restructuring has assumed special significance in the context of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched on 3rd December, 2005 and the newly launched Rajiv Awas Yojana (RAY) which aims at making the country Slum Free in a time bound manner.
- The National Buildings Organisation is designated by the Ministry as the nodal agency for coordination of appraisal, sanction, monitoring and review of projects under Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) Components of JNNURM and Rajiv Awas Yojana.
- NBO collects data on current housing and building construction activities in both public and private sectors on an annual basis with the help of Directorate of Economics and Statistics in the respective States.
- The Technical Group (TG-12) constituted by the Ministry has estimated Urban housing shortage in the beginning of the 12th Plan period as 78 million.
HOUSING AND URBAN DEVELOPMENT CORPORATION LIMITED (HUDCO)
- The Housing and Urban Development Corporation Ltd. (HUDCO), the premier techno-financing public sector enterprise, in the field of housing and infrastructure development in our country, was incorporated as a fully-owned Government of India enterprise in 1970 under Companies Act, 1956.
- With an authorized capital of 2500 crore, HUDCO has a paid up equity of Rs. 2001.90 Crore.
- HUDCO was upgraded to a Scheduled-A PSE in 2002 and was also conferred the Mini Ratna status in 2004.
- The cardinal objectives of HUDCO among others are: to provide long term finance for construction of houses for residential purposes or finance or undertake housing and urban development programmes in the country
- HUDCO has contributed significantly for housing the disaster affected people, by extending substantial techno-financial assistance for rehabilitation and reconstruction in the aftermath of natural calamities.
