INTEGRATED WATERSHED MANAGEMENT PROGRAMME (IWMP)
- About 60% of cultivated area in the country is under rainfed. Rainfed areas are the hot-spots of poverty, water scarcity, low productivity, malnutrition and are prone to severe land degradition.
- Watershed development programme is considered and adopted as an effective tool to address problems of rainfed/degraded areas in the country.
The Department of Land Resources, Ministry of Rural Development has been implementing 3 area development programmes since 1995-96 on watershed basis. These are:
- Integrated Wastelands Development Programme (IWDP)
- Drought Prone Areas Programmes (DPAP)
- Desert Development Programme (DDP)
- These three programmes have been integrated and consolidated into a single modified programme called Integrated Watershed Management Programme (IWMP) and launched in 2009-10.
- The major activities undertaken under IWMP since its inception in 2009-10 inter alia include preparation of detailed project reports, institution and capacity building, entry point activities, ridge area treatment, drainage line treatment, soil and moisture conservation, rain water harvesting, nursery raising, Afforestation, horticulture, pasture development, livelihood activities for the asset-less persons and production system & micro enterprises for small and marginal farmers.
THE NATIONAL LAND RECORDS MODERNIZATION PROGRAMME (NLRMP)
- With a view to assist the States/UTs in the task of computerization of land records and strengthening their revenue administration and training infrastructure for survey and settlement, two Centrally-sponsored schemes, e.g.
- Strengthening of Revenue Administration and updating of Land Records
- Computerization of Land Records
was being implemented by the Department of Land Resources (DOLR) since the year 1987 and 1988 respectively.
- During 2008-09, these two schemes were merged into one modified scheme in the shape of National Land Records Modernization Programme (NLRMP), combining the key components of the two schemes and rationalizing them into one integrated and enhanced scheme.
- The scheme of NLRMP was approved by the Cabinet on 21st August, 2008.
- The activities being supported under the Programme, inter alia, include completion of computerization of the Records of Rights (RoRs), digitization of maps; and updating of land records, survey-resurvey using modern technology including aerial photogrammetry, computerization of registration, automatic generation of mutation notices, and training and capacity building of the concerned officials and functionaries.
- A major focus of the programme is on citizen services, such as providing computerized copies of the RoRs with maps; other land based certificates such as caste certificates; income certificates (particularly in rural areas) etc.
- The District is the unit of implementation under the NLRMP, where all activities under the program will converge.
