वह मेरे जीवन का सुखद पल था जब कहा गया मुझे की उत्तर प्रदेश के मुख्यमंत्री माननीय योगी आदित्यनाथ जी बात करना चाहते हैं और उनका निमंत्रण था यहां आने के लिए। मैंने सोचा नहीं था कि मुझे यह देखने को मिलेगा माननीय मुख्यमंत्री जी ने देश और दुनिया में जो नाम हासिल किया है, उसके बावजूद मैं यह नहीं सोचा था कि मुझे यह देखने को मिलेगा।
I was amazed the honorable Chief Minister. उत्तर प्रदेश के हालत क्या थे? कानून की दृष्टि से, विकास की दृष्टि से, यह प्रदेश दोनों में चिंता का विषय था। हताशा इतनी थी कि लोगों को चिंतन करने का मन नहीं था। हम कहां से कहां आ गए!
उत्तर प्रदेश is role model of law and order. देश की बात तो छोड़िए दुनिया में कोई समस्या होती है लॉ एंड ऑर्डर की तो हमारे मुख्यमंत्री जी को याद किया जाता है।
This convocation is unique. This convocation has dimensions of growth, confidence, civilization. हमारी सांस्कृतिक विरासत की बात होना, दिल और दिमाग को सही रखना, माननीय मुख्मंत्री जी ने कहा. He has stolen my heart, and he has stolen part of my address also. Ladies and gentlemen, and of course, congratulations to awardees. I have to change my course; I will have to deviate from my address. I thought a politician will be addressing me. No, a spiritual leader, an academician, a statesman, and a far-thinking person spoke to you
कन्वोकेशन एक विद्यार्थी के जीवन में बहुत बड़ा पड़ाव भी है; it is a milestone. उसके जीवन का गेम चेंजर भी। His efforts, endeavor, aspirations, and dreams fructify into a degree, and today’s 7940 students have got. My congratulations to you!
Boys and girls, you are walking into an ecosystem जहां भ्रष्टाचार का बोलबाला नहीं है एक जमाना था power corridors were infested with power brokers. बिना करप्शन को सलाम किए हुए कोई काम नहीं होता था।
These elements, nefarious elements leverage decision–making in the higher channels of power at state and centre और आज क्या है? चाणक्य की नीति को अपनाकर जड़ से उनको नष्ट कर दिया। We now have an ecosystem where our power corridors have been sanitized of corrupt elements & middleman. यह क्या छोटी उपलब्धि है?
किसी भी समाज के लिए खास तौर से प्रजातांत्रिक समाज के लिए यह बहुत जरूरी कि हम आम आदमी अपना सर उठा कर चलें, कि मेरे को वही अधिकार है जो दूसरे को है – All we are treated equally. और कानून की दृष्टि में मैं एक रहूंगा, कोई भेदभाव नहीं होगा। पर एक जमाना था जब कुछ लाग सोचते थे कि कानून हमारी मुट्ठी में है और कानून का शिकंजा हमारे गले तक कैसे पहुचेगा! और यह हकीकत भी थी! There have been a sea change for the better. No one is above the law now, किसी lineage का हो, किसी succession का हो, किसी पद का हो, कोई भी हो।
एक नई संस्कृति चालू हो गई है. Young minds of this country have to deal with जब ऐसे एलिमेंट्स को जिन्होंने कानून का उल्लंघन किया है, जो करप्शन में लिप्त है… I am not talking in politics I am talking in general... They are accountable to law उनको रिलीफ यदि कहीं मिलेगी तो कानून के रास्ते से मिलेगी। मुझे समझ में नहीं आता कि वह सड़क पर क्यों आ जाते हैं? You have to generate that system.
India, our Bharat, is witnessing phenomenal and unprecedented growth. मैंने तो सपना भी नहीं देखा था कि क्या भारत यह स्वरूप लेगा! आपने भी नहीं देखा था उत्तर प्रदेश में, कि यहां पर इस प्रकार का लॉ एंड ऑर्डर का वातावरण होगा। लोग इन्वेस्टमेंट यहां करना चाहेंगे। हर तरीके से यह फूलेगा और फलेगा। उत्तर प्रदेश में यह बदलाव आया।
जो संस्थाएं विदेश में IMF और World Bank पहले क्या कहते थे: ‘India is one of the Fragile Five economies.’ हमारी इकोनॉमी आज से 10 साल पहले विश्व के लिए चिंता का विषय थी। Now we are the fifth largest global economy. यह आपके लिए फायदे की बात है। जिन्होंने सदियों तक हम पर राज किया वह हमारे पीछे है यूके, फ्रांस को भी हमने पीछे छोड़ा है, by the turn off this decade, by 2030, we would have left behind Japan and Germany also और हम विश्व की तीसरी आर्थिक महाशक्ति बनेंगे।
यदि हम कल्पना कर रहे हैं, तो आने वाले 2047 में हमारा भारत कैसा होगा? मेरी उम्र के लोग उस समय शायद नहीं रहेंगे, पर आप में से सब रहेंगे जिन्हें डिग्री मिली है। You are the foot soldiers of Bharat in 2047; you will make Bharat a more developed nation. और हम विश्व गुरु बनेंगे।
मेरी एक मांग है माननीय मुख्यमंत्री जी से यह गौतम बुद्ध विश्वविद्यालय should come up to the level of Nalanda and Takshila. मैंने कभी भी जिंदगी में ऐसी कोई मांग नहीं की है, गुरुजन से प्रियजन से या मित्रों से जो इंप्लीमेंटेबल नहीं हो। पर मेरी इस मांग में, सब सहमत होंगे कि यह मांग माननीय मुख्यमंत्री जी द्वारा शत प्रतिशत इंप्लीमेंटेबल है।
We are facing disruptive technology; we have to live with them. They have entered our offices; they have entered our homes. Artificial intelligence, Internet of Things—आप देखिए, मशीन लर्निंग, ग्रीन हाइड्रोजन, और क्वांटम कंप्यूटिंग। भारत सरकार ने इन मामलों में दुनिया में एक तरीके से पहल कर रखी है। There is already an allocation of 6000 crores for Quantum computing. और पूरा कंप्यूटर मेकैनिज्म बदल जाएगा. We already have an allocation of 9000 crores for the Green Hydrogen mission. Machine learning से इतना फास्ट डाटा कलेक्शन करना पड़ता है. Machine learning से, you can do it. 6G आम लोगों के लिए 5G से कुछ बेहतर है. हमारा फोन थोड़ा ज्यादा काम करेगा? No, it is much beyond that! India is among the very few countries that have taken the lead, and the commercialization portion of 6G will be unfolded between 2025 to 2030.
I am telling you boys and girls, sky is the limit when it comes to opportunity for you in this land of Buddha, in this land of Gandhi. Examples have been set here on two accounts. They carry great message not because of the number here but because of the directional approach. जिन दो बच्चों को किट दिए माननीय मुख्यमंत्री जी ने एक के कान में यह कहा दवाई रेगुलर लेना. It’s a great message. You can hand hold पर थोड़ा आपको भी सहयोग करना पड़ता है. Participation of the corporate world is very significant. I complimented the Hon’ble Chief Minister कि यह आपने बहुत अच्छा काम कर दिया। यदि सरकार आधा पैसा नहीं देती with due respect to the corporate शायद उनको आज आने में समय लग जाता। अब समय नहीं लगेगा, कॉरपोरेट आगे से आकर sense of accountability कहेंगे यह शुरुआत है।
मेरा मन कई बार दुखी होता है कि विदेशी संस्थाओं को भारत सरकार ने 2009 में 5 मिलियन यूएस डॉलर दे दिया, एक उद्योगपति ने 50 मिलियन यूएस डॉलर दे दिया। मेरे को कोई एतराज नहीं है, पर हमें सर्जन करना चाहिए, संरक्षण देना चाहिए, और अपनी संस्थाओं को भी सर्जना चाहिए। दुनिया में कहीं भी जाकर देख लो, Research & Development is normally inspired and funded by corporates.
मैं माननीय मुख्यमंत्री जी से आग्रह करूंगा कि disruptive technologies को लेकर – AI हो, Internet of things हो, machine learning हो इनका हमारी सुरक्षा से भी बहुत लगाव है क्योंकि सुरक्षा के मामलों में उत्तर प्रदेश as a great hub for defence production. उत्तर प्रदेश, उत्तम प्लेस है कि वहां इस प्रकार की संस्था को नर्चर किया जाए और कितना विशाल यहां का कैंपस है कितना जबरदस्त इंफ्रास्ट्रक्चर है everything is there and I am sure this will happen.
हम हमारा रास्ता भूल गए थे, इसके लिए मैं आपको निमंत्रण देता हूं। To your Vice-Chancellor, I invite students of Gautam Buddha University to visit the New Parliament Building. What will you see there? It is the highest technology application and a full reflection of our civilization ethos. पूरे देश की संस्कृति और सांस्कृतिक विरासत का संकेत वहां पर मिलेगा। I am sure the Vice-Chancellor will take the initiative; my office will coordinate.
I had a good fortune by virtue of being the Vice-President of the country to witness G20. World leaders indicated- Mr. vice-president, your Prime Minister has put up a very high benchmark. Never before in the history of G20, there was this achievement. For the first time African Union was included in G20. थोड़ा अंदाजा लगाइए यूरोपियन यूनियन तो पहले ही G20 में थी। यूरोपीय यूनियन में कौन से देश थे? जिन्होंने अफ्रीकन यूनियन के देशों पर राज किया। भारत की पहल थी, दूर की सोच थी कि उनको एक पटल पर ला दिया। पहली बार दुनिया में ग्लोबल साउथ नेशन थे, पहले तो लोगों ने नाम भी नहीं सुना था, India became the voice of global south.
I have interacted with ISRO Chairman several times. आपके लिए बहुत बड़ा मौका है। In the 1960s, भारत और पड़ोसी देश ने सैटेलाइट लॉन्च किया था, भारत ने दूसरे देश के लांचपैड से लॉन्च किया था। हमारे पड़ोसी देश ने खुद के यहां से किया था। आज हालत देखिए, our ISRO is launching satellites for the USA, UK, Singapore, and other nations. ये हमारा achievement है।
आज का भारत किसी के शिकंजे में नहीं आएगा भारत की अपनी सोच है विदेशी मामलों में हमारी आवाज सुनी जा रही है। हमारे पासपोर्ट की वह इज्जत है जो हमने कभी कल्पना नहीं की थी।
मेरा मन रात को, माननीय मुख्यमंत्री जी, बड़ा दुखी हो गया। हमारे एक MP है, Harvard में जाकर कहते हैं कि भारत में डेमोक्रेसी peril में है, भारत में प्रजातंत्र को खतरा है। Let me tell you, boys and girls, India is the only country in the world that is constitutionally structured as a democracy at the Village level, at the Panchayat level, at the District level, at the State level, and at the Center level. India is the only country where power transfer is by the ballot.
We have to generate a climate that combats the anti-national narrative set forth by design, by strategy, to malign institutions and high constitutional offices. They must be nipped in the bud. उसमें आप सबका योगदान ज़रूरी है।
ऐसी दिकतों और समस्याओं में भी, जब भारत ऊपर जा रहा है, कुछ लोग मुट्ठी भर लोग हमारी संस्कृति को और हमारे ग्रोथ को धूमिल करना चाहते हैं। आपकी चुप्पी नहीं रहनी चाहिए। Silence will ever resonate in your ears, and therefore, use your mind, use your discretion, be judgmental about it, and then take the right course.
हमारा अटूट विश्वास भारतीयता में है। We will always keep the interest of the nation above everything else. We are proud citizens of Bharat, and we will always take pride instead of decries.
