TOILET FACILITES AT RURAL HOUSEHOLDS

Swachh Bharat Mission (Grameen) [SBM(G)] was launched by the Government on 2nd October, 2014 with the main aim to make the rural area of the country Open Defecation Free (ODF).  More than 10 crore Individual Household Latrines (IHHLs) were constructed under the programme and all the villages and districts had declared themselves ODF by 2nd October, 2019 and on that basis the country was declared ODF on 2nd October, 2019. However, there may be some gaps because of emerging new households which is a continuous process and some toilets going dysfunctional due to natural disasters or other reasons.  To address this, provision for toilets construction for new households has been continued in Phase-II of SBM(G) which has been launched with effect from 1st April, 2020 for a period of 5 years with the objective to sustain the ODF status inter-alia to cover any left-out households under the programme and to ensure that no one is left without toilets. More than 1 crore IHHLs have already been constructed from 2020-21 to 2023-24 under phase-II of SBM(G). Under Swachh Bharat Mission (Grameen) [SBM(G)], funds are allocated annually based on the demands of the States/UTs as submitted in their Annual Implementation Plans (AIPs).  Allocation is made in a consolidated manner for all the components under the programme.  State/UT-wise details of Central share funds allocated under SBM(G) during the last five years and the current year are given at Annexure. Under the SBM(G), financial incentive of Rs.12,000 is provided to the eligible households for construction of individual household latrines IHHLs.  To cater to the sanitation needs of households who do not have toilets due to lack of space, the floating/migrant population and for places of large congregation, financial support is also provided for the Gram Panchayats to construct Community Sanitary Complexes (CSCs).   Further those households which are not eligible for incentive for construction of IHHL, awareness campaign is being carried out in the GPs to encourage them for construction of IHHLs on their own.
