In order to supplement efforts of the States/UTs for development of animal husbandry, dairy and fisheries sector, the Government is implementing various schemes across the country namely;

• Rashtriya Gokul Mission(RGM): For development and conservation of indigenous bovine
• Funding Pattern: All the components of Scheme are implemented on 100% grant-in- aid basis except the components of i) accelerated breed improvement programme under the component subsidy of Rs. 5000 per IVF pregnancy is made available to participating farmers as GoI share; ii) promoting sex sorted semen under the component subsidy upto 50% of the cost of sex sorted semen is made available to participating farmers and iii) establishment of breed multiplication farm under the component subsidy upto 50% of the capital cost maximum upto Rs. 2.00 crore of the project is made available to
• Annual Budget: BE: 502.04 crore and RE: Rs. 663.00 crore for the FY 2021-22.

• National Programme for Dairy Development (NPDD): For creating/strengthening of infrastructure for production of quality milk, procurement, processing and marketing of milk and milk products by State Implementing Agency.

·         Funding Pattern:

1. 60:40 cost sharing basis between GOI and State/State Implementing Agency (SIA)/End Implementing Agency(EIA)
2. 90:10 cost sharing basis between GOI and State/SIA/EIA for NER States and Hilly
3. The Central assistance for UTs will be 100%.

• Annual Budget: BE: 255.00 crore and RE: Rs. 403.00 crore for the FY 2021-22
• Major components funded under the scheme: Bulk Milk Coolers, Milk Testing Laboratories, Certification and Accreditation, ICT, Training, Awareness, Planning & Monitoring and Research & Development

(iii).           Dairy       Processing    and   Infrastructure   Development    Fund(DIDF):   For    creation /modernization /expansion of dairy processing, chilling and value addition infrastructure.

• Annual Budget: Rs. 70 Crore (BE stage) and Rs. 49 Crore (RE Stage) for the FY 2021- 22
• Contribution share of States: Under DIDF, contribution of End Eligible Borrowers (EEB) is a minimum of 20% of the total project
• Eligible Beneficiaries: Dairy Co-operative, Multi State Dairy Cooperative, Milk Producer Companies (MPC), NDDBs subsidiaries, Self Help Groups (SHGs) and Farmer Producer Organisations (FPOs) registered under State Cooperative and Companies

• Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDC&FPO): To assist the Dairy Cooperatives and Farmer Producer organizations by providing soft loan for working capital and to provide stable market access to the dairy
• Annual Budget: 100 Crore (BE and RE stage for the FY 2021-22)

• National Livestock Mission(NLM): For sustainable growth and development of livestock sector particularly sheep/goat/pig and poultry & increasing availability of feed and fodder, risk management and livestock
• Funding Pattern: Cost Sharing Ratio of 60:40 between the Central & the State Government except North Eastern States and three Himalayan States where the ratio is 90:10 and For Union territories, 100 % central
• Annual Budget: BE: 350.00 crore and RE: Rs. 288.00 crore for the FY 2021-22

• Animal Husbandry Infrastructure Development Fund(AHIDF): Incentivizing investments by individual entrepreneurs, private companies, MSME, Farmers Producers Organizations (FPOs) and Section 8 companies to establish (i) dairy processing and value addition infrastructure, (ii) meat processing and value addition infrastructure and (iii)

Animal Feed Plant.

• Annual Budget: 113 Crore (BE and RE stage for the FY 2021-22)

(vii).           Livestock Health & Disease Control(LH&DC) Programme:

1. Livestock Health & Disease Control(LH&DC): For control and containment of livestock
2. National Animal Disease Control Programme (NADCP): To control Foot & Mouth Disease (FMD) and Brucellosis and eventual eradication of
   • Funding Pattern: 100% central assistance for NADCP, Critical Animal Disease Control Programme and the non-recurring components of Establishment and strengthening of Veterinary Hospitals and Dispensaries(ESVHD). Other components of ESVHD and Assistance to  States for  Control of Critical Animal Disease (ASCAD) is on 60:40 sharing of funds between Central and State government, with 90:10 for

hilly and NE States and 100% for UTs.

• Annual Budget of LHDC including NADCP in 2021-22 is Rs. 1470 Crore (BE Stage) and 886.00 Crore (RE).
• The beneficiaries under the programme are the animal owners irrespective of their

• Livestock Census and Integrated Sample Survey: Disaggregated information on various species of animals and poultry birds, and to bring out estimates of livestock products such as milk, egg, meat and
• Annual Budget: BE: 70.00 crore and RE: Rs. 40.00 crore for the FY 2021-22
• Funding Pattern: Livestock census is undertaken with 100% central whereas ISS is undertaken with a funding pattern given below-

1. Salary (central Assistance e. 50% for the ONER States, 90% in the case of NER states, and 100% in the case of UTs)
2. TA/DA (100% Central Assistance is provided to States/UTs)

• Refresher Training (100% Central Assistance is provided to States/UTs)

1. IT Solutions (100% Central Assistance is provided to States/UTs)

• Pradhan Mantri Matsya Sampada Yojana (PMMSY): For promotion and overall development of Fisheries
• Annual Budget: BE: Rs. 00 crore and RE: Rs. 1200.00 crore for the FY 2021-22.

·         Funding Pattern:

• Central Sector Scheme Component: (i) The entire project/unit cost will be borne by the Central Government (i.e. 100% central funding), (ii) wherever direct beneficiary oriented e. individual/group activities are undertaken by the entities of Central Government including National Fisheries Development Board (NFDB),

the central assistance will be up to 40% of the unit/project cost for General category and 60% for SC/ST/Women category.

Ø Centrally Sponsored Scheme (CSS) Component:

• For the non-beneficiary orientated sub-components/activities under CSS component to be implemented by the States/UTs, the entire project/unit cost will be shared between Centre and State/UTs as detailed below:

• North Eastern & Himalayan States: 90% Central share and 10% State
• Other States: 60% Central share and 40% State
• Union Territories (with legislature and without legislature): 100% Central

• For the Beneficiary orientated i.e. individual/group activities subcomponents/activities under CSS component to be implemented by the States/UTs, the Government financial assistance of both Centre and State/UT Governments together will be limited to 40% of the project/unit cost for General category and 60% of the project/unit cost for SC/ST/Women. The Government financial assistance will in turn be shared between Centre and State/UT in the following ratio:

• The North Eastern and the Himalayan States: 90% Central share and 10% State
• Other States: 60% Central share and 40% State
• Union Territories (with legislature and without legislature): 100% Central share (No UT Share).

• Fisheries and Aquaculture Infrastructure Development Fund (FIDF): To assist in creating several infrastructural needs of the fisheries sector in the

• Annual Budget: BE: 15.00 crore and RE: Rs. 10.00 crore for the FY 2021-22.

The third party evaluation and impact assessment of the above schemes was conducted by NITI Aayog.

The financial assistance provided to Andhra Pradesh and Uttar Pradesh in the last three years, scheme-wise and year-wise is as under:

Under NPDD, 3 projects have been approved in Andhra Pradesh with the total outlay of Rs.3242.60 lakh (including central share of Rs.2883.97 lakh). An amount of Rs.2212.18 lakh was released to Andhra Pradesh Dairy Development Cooperative Federation Ltd. till date.

PMMSY envisages substantial investments to the tune of Rs. 3490 crore for development of fishing harbours and fish landing centres. The Government of India envisages the development of 5 major fishing harbours viz. Kochi, Chennai, Visakhapatnam, Paradip and Petuaghat as hubs of economic activities. Consequently Visakhapatnam Port Trust has been requested to submit the Detailed Project Report on Development of the major fishing harbour at Visakhapatnam.
