SWACHH BHARAT MISSION

  • The Prime Minister launched Swachh Bharat Mission on the birth anniversary of Mahatma Gandhi on 2nd October, 2014.
  • The programme is to be implemented by Ministry of Drinking Water and Sanitation.
  • An action plan has been drawn up for Swachh Bharat to become a reality by 2019, the 150th birth anniversary of Mahatma Gandhi.
  • The mission aims to triple the growth percentage of toilet from 3% to 10 % by 2019.
  • From the present level of construction of 14000 toilets per day this Action Plan purposes to increase the construction to 48000 toilets daily.
  • The action plan calls for an Open Defecation Free (ODF) India in five years time.
  • To begin with, as part of Swachh Bharat, priority is being given to build toilets for boys and girls in all schools of the country.

 SAANSAD ADARSH GRAM YOJANA

  • The Saansad Adarsh Gram Yojana (SAGY) was launched on 11th October, 2014 on the birth anniversary of Lok Nayak Jai Prakash Narayan by Prime Minister Shri Narendra Modi with the concept of rural development by creating model villages.
  • At the national level the scheme is being implemented by the Ministry of Rural Development.
  • Under the Yojana, MPs will adopt villages to create model villages. Gram Panchayat would be the basic unit for development.
  • It will have a population of 3000-5000 in plain areas and 1000-3000 in hilly, tribal and difficult areas.
  • The MP will identify one Gram Panchayat to be taken up immediately, and two others to be taken up later. A Lok Sabha MP has to choose a Gram Panchayat from within his/her constituency and a Rajaya Sabha MP a Gram Panchayat of his/her choice in the State from which he/she is elected.
  • Primarily, the goal is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016. There after five such Adarsh Grams (one per year) will be selected and developed by 2024.
  • The planning process in each village will be a participatory exercise coordinated by the District Collector. The MP will play an active facilitating role in this exercise.
  • At the state level there will be an Empowered Committee headed by the Chief Secretary consisting of the relevant departments and experts, with at least two Civil Society representatives.
  • The District Collector will be the nodal officer for implementing the SAGY.
